The chill factor ( see also Wind Chill Factor) is a function of wind speed and actual outside temperature. The wind evaporates sweat, blows away the warm air pockets close to the skin and thus cools it down to actually lower tmeperatures. There are chill factor tables which show the actually relevant temperature as a result of wind speed and outside temperature.
